The Importance of Early Disaster Mitigation Education Cadre Development

Disasters can happen anytime and anywhere. Disaster factors can be due to humans or nature. Examples of disasters that can be caused by human hands are floods and fires. While disasters caused by nature, for example, are volcanic eruptions and earthquakes.

DKI Jakarta is the capital city of Indonesia and is one of the most densely populated cities with all the hustle and bustle of human activities. So, if a disaster occurs, DKI Jakarta has the potential to be a city with many fatalities. The potential number of fatalities can be reduced if the community knows the right way to mitigate, so that they can protect themselves and those around them.

Disasters that can and often occur in Jakarta are fires and floods. Earthquakes, tsunamis and volcanic eruptions will not occur in Jakarta. However, considering Indonesia's geographical location at the meeting point between plates and in the subduction zone, these three disasters may potentially affect Jakarta, especially earthquakes.

The UI Geoscience community service team in collaboration with the DKI Jakarta BPBD has conducted a series of events to create young cadres who are disaster-ready since last August. The disasters that are an important focus in this cadre formation are fires, floods and earthquakes. Later, these young cadres are expected to be able to continue and apply the knowledge that has been given, especially to those around them.

Starting in mid-July 2018 by conducting education on disaster mitigation at SMA Vons Vitae 1.

Continued with the second series of events, namely socialization and mitigation on August 31, 2018 at SMAN 31 East Jakarta.

Lecturer of Geoscience study program FMIPA UI, Iskandarsyah, M.Si said "If one day a megathrust earthquake with a strength of >7 SR occurs in the Sunda Strait, the vibrations may be felt as far as Jakarta, but the vibrations will not be as big as in the epicenter, even so we should be alert from the start."

From the two series of education, socialization and disaster mitigation activities, FMIPA UI invited 3 representatives from 3 selected schools to attend a workshop with BPBD DKI Jakarta. The three selected schools are SMA PSKD 2 Jakarta, SMA Vons Vitae 1 Jakarta, and SMAN 31 Jakarta.

The workshop with BPBD DKI Jakarta was held on November 10 at FMIPA UI, Depok. Present at this activity were the Head of Preparedness Section, Embai Suhaimi, SE, and other BPBD DKI teams, namely, Saura Agnes Cecaria, SH, Riesma Oktapriana, SKM and Ervienia Oryza Sativa, S.Kep, Ns, M.Si.

In this workshop, there were 3 groups divided, namely flood, fire and earthquake groups. Each group consisted of representatives from different schools. Then, each team discussed to make plans that should be done if their school was hit and affected by each of the disasters. After that, evaluate whether their school has a gathering point or evacuation zone. Then, make a plan when the disaster socialization should be carried out to all students in their school.

To follow up on the continuity of knowledge gained by young cadres as well as to close the series of community service activities (pengmas) of the Geosciences study program, FMIPA UI, on November 28, 2018, FMIPA UI again held education related to disaster mitigation for elementary school students at SDIT AL-iman Cipinang, East Jakarta.

The UI Geoscience Community Service Team in collaboration with the DKI Jakarta BPBD, namely the Head of the Preparedness Section, Embai Suhaimi, SE, and the team assessed the cadres in conveying the knowledge that had been given during the previous workshop.

The task of the cadres at SDIT AL-Iman is to convey disaster mitigation methods for fires, floods and earthquakes and to practice them in front of students in simple language. One way of conveying it is by singing songs so that children can understand it better.

Some of the students also admitted to having houses that are often flooded. So the cadres appealed to inform their parents to always collect important documents in one bag so that they can prepare for evacuation if signs of flooding begin to appear, this also applies to other disaster evacuations. In addition, if signs of flooding and fire are visible, it is better to immediately turn off the electricity, because water is a good medium for electricity.

"That is the importance of early disaster education cadres, so that the community is more... aware if a disaster occurs. In addition, with the presence of cadres, it is hoped that new cadres will emerge who can continue this disaster education sustainably". Reza Syahputra, Lecturer of the Geology Study Program, explained.
