Rokhmatuloh adalah dosen SIG/PJ di Departemen Geografi Universitas Indonesia. Beliau menyelesaikan pendidikan Sarjana Geografi dari Departemen Geografi Universitas Indonesia dan meraih gelar Magister dari Chiba University dalam bidang Environmental Remote Sensing Center. Ia melanjutkan studi di Chiba University dalam bidang Environmental Remote Sensing Center dan telah meraih gelar Doktor. Saat ini beliau mengajar di Departemen Geografi Universitas Indonesia serta melanjutkan kegiatan penelitian di bidang SIG dan penginderaan jauh.
